Commercial-Specific Concerns: 

Three-Phase Power: Three Phase Power provides more balanced, efficient delivery of power across multiple circuits. For a commercial solar system, designing to interconnect for Three-phase solar installation is important because it allows better load distribution, reduces losses, and accommodates higher capacities. 

In the Vermont Solar Cost Study, the authors note that when a commercial solar system is located adjacent to a three-phase line, interconnection costs are lower (for a 500 kW AC ground mount system sited next to 3-phase power, the utility interconnection cost may be around $10,000).

Permitting Complexity: Larger solar and energy generation projects in Vermont often require a Section 248 Certificate of Public Good (CPG) from the Vermont Public Utility Commission (PUC)

Any commercial system that connects to the grid must coordinate with the utility under Vermont’s interconnection rules. For example, Green Mountain Power handles different tiers of systems using Rule 5.500 applications for projects > 15 kW up to various thresholds.

Even though state law places much of the siting oversight at the PUC level, commercial systems still need local building permits and must satisfy electrical and structural code requirements.

Incentives and Financing for Commercial Solar

The 30% Federal Investment Tax Credit (ITC) cuts a major portion of your project cost immediately. Once the ITC is applied, businesses can use bonus depreciation and the MACRS five-year schedule to write off about 85% of the remaining system cost, accelerating tax savings and improving early ROI. 

These incentives allow most companies to recover a large share of their investment within the first few years. On top of federal benefits, Vermont commercial and agricultural businesses are fully exempt from the state’s 6% sales tax on solar equipment, lowering upfront costs even further.

Another VT commercial solar incentive is CELP(Commercial Energy Loan Program). VEDA’s funding is generally limited to 60% of the cost of the project, but in some cases VEDA can finance up to 90% of the project cost up to $500,000. There is an array of commercial solar financing options for all Vermont business owners. 

The USDA’s “Rural Energy for America Program,” or “REAP,” offers a grant to cover 50% of commercial solar system costs to encourage agricultural and rural businesses to maximize their energy efficiency with solar in Vermont.

VT Tax exemptions for small systems (50 kW or less) and the Vermont Agricultural Credit Corporation offers the (AELP) Agricultural Energy Loan Program to provide funding/loans to ag companies for sustainability efficiency projects.  

NH & NY have commercial solar programs that reward businesses who offer renewable energy solutions. Remember, some will end by the start of 2026, so Act Fast:

New Hampshire Commercial Solar Incentives: 

NH Commercial & Industrial (C&I) Solar Rebate Program: The rebate is limited to either 25% of total project cost or $10,000, whichever is smaller. Systems must be “non-residential” with a commercial electric meter. 

Utility & Local Rebates (via PUC / RPS funds): Rebates for solar PV or thermal projects funded through the state’s renewable portfolio standard / alternative compliance payments.

Property Tax / Value Exemption: Solar equipment sometimes qualifies for exemptions so the increased property value (from installing solar) is not added to taxable property. Average NH commercial solar savings $4,554.

Some of these commercial solar financing options will be taken away after December 31st, 2025!!

New York Commercial Solar Incentives: 

NY-Sun / NYSERDA Incentives: Upfront incentive (rebate) that reduces system cost. 

State Sales Tax Exemption: Commercial solar equipment & installation are exempt from NY state sales tax. Some local jurisdictions may or may not honor this, check local rules.

State Solar Energy System Equipment Credit: A state tax credit equal to 25% of qualified equipment costs, up to $5,000.
